INFORMATIONS SUR LE COMITE
On 13 December 2006, the Fresh Fruit and Vegetables Management Committee held a 666 meeting.
The main issue discussed were:
1. Export Refunds
System A1 pour les fruits à coques (amandes sans coques, noisettes en coques, noisettes sans coques, noix communes en coques). This project is for the period 2 of the export marketing campaign 2006/2007.
Introduction period of certificate request: From 3 January to 23 June 2007
2. Presentation of the market situation (communautaire/mondial) of fruits and vegetables.
Situation of the tomatoes market in the UE (currently situation, starting Maroc campaign, prix and quantities fluctuation between October and November.
3. Fruits and Vegetables issues
- Discussion about non-paper "Draft Commission Regulation amending Regulation (EC) No 1870/2005 opening and providing for the administration of tariff quotas for garlic imported from third countries". (AGRI.C2/002 gp - new 1870R2005/2006)
Regulation (EC) No 1870/2005 should be repealed and replaced by a new Regulation for the following reasons:
Commission Regulation (EC) No 1301/2006 introduces certain horizontal rules for the management of import tariff quotas.
Fresh garlic is fraudulently imported into the Community mislabelled as dry or frozen garlic. In order to limit that fraud, import licences should be introduced for those products.
The Regulation should be voted early next year and applicable from 1 April 2007.
- Discussion on the new reporting table for garlic import under "B" licences, to be introduced together with the Regulation discussed.
"B" import licences will be introduced for more products (until now for fresh garlic only), in order to provide a better protection against fraud. The existing table has to be amended accordingly.
- Discussion on the reporting table for garlic importers, to be introduced from January 2007.
1870/2005 Article 10(4) requires the MS to report us electronically the list of traditional and new importers. The Commission will now provide the MS with the form.
